I got the Corp of Engineers to give me some once (of another river), just by going by and asking in person.

On the northern Gulf of Mexico.

Rock Island District > Missions > Recreation > Mississippi River Project > Recreation > Boating > Navigation Charts

Call ahead to Crowley's yacht yard in Chicago. They have a decent chandlery and should have the northern half at least.

Some of the bigger marinas further south on Lake Barkley and the Ten Tom usually carry the chart books for the lower rivers.

Off hand I remember needing 5 chart books to cover the entire run.
I would be looking at AGLCA to see if any finished loopers are selling. Altho it's kinda late in the season for that but you might get lucky. I picked up a dozen books from a guy in Chicago selling his because he was finished. I sold them all a year ago.
