One question—how many turns is it from lock to lock on the wheel? Saying that you're turning it a quarter turn may be significant or mean nothing at all. If the boat takes four turns, lock to lock, a quarter turn isn't much at all... if it takes only 1-1/2 turns lock to lock, a quarter turn is a hell of a lot of helm.

Sorry or the delay I was out of town. If you are trying to induce twist into the main in light air you can tighten the topping lift to help get the shape you are after and then snug the mainsheet to stop the boom from bouncing around. This would allow you to adjust the traveler easier, moving the boom to midline without having to "over travel" it so far to weather. This would also remove the weight of the boom from pulling down on the mainsail changing the shape and spilling air every time a wave passes. You could also do the same thing with the topping lift and vang using the mainsheet to adjust the boom angle and by pass the traveler altogher.
