When is a Pilot boat Not a Pilot boat?
Does a Pilot boat have any special privileges?

When it is not engaged on pilotage duty.

It is not mentioned in rule 18. 9 and 10 do not apply. So only when being overtaken.

actually a Pilot boat is only a POWER DRIVEN VESSEL, No special rules for it.
But When it is being towed or is aground it no longer a Pilot boat persay.

It does have a unique fog signature. Four shorts after any other legal fog signal.

4 shorts is Morse Code for the letter 'Hotel'. And when a ship has a pilot onboard they fly the 'Hotel' flag from its yardarm.
