Question Another mooring question but...

I was wondering what permits one need to get, what is the procedure?

It really depends on where you want the mooring. Different towns, counties and states have different rules about who is allowed to get a mooring permit, how to apply for a mooring permit and where you can place a mooring.

Connecticut... Towns: Old Saybrook, Groton, Mystic, Noank...
Does it help?
Where should I go to ask the questions is my question... Do I go to DEP, town hall, state capital?

You need to go to the local harbormaster in most cases to get a mooring permit - that person will also provide required tackle, etc. See link below for list of CT harbormasters. Worse case call DEP.
