One thing that confuses many is that High tide is not the same necessarily as slack water. You can be at High, or low, tide and still have five knots of current.
In your particular case, the bodies of water that are major tidal influences are Lower New York Harbor and Long Island Sound. As those waterways become more constricted, the tidal influences are more pronounced. The Sound and the Harbor vary substantially from each other. That inequity is resolved along about a place they call Hell Gate. (g)
