Unfortunately, the first to scream about their rights are usually the ones causing the problems in the first place.

Do I suppose he's considered trawling and under the colreg you've to give him water ?

I had the same thing happen this past Wednesday - though it was a moron trolling for salmon... As he stood there yelling and screaming with his beer in his hand, I calmly headed back into the wind once past him, dropped the anchor over the side with 40' of rode hanging down (we were in 60' of water)...smiled, waved, and did a little trolling of my own.

And here all this time I thought I was a better person than that.
Wrong again...

If he isn't flying the dayshape (a basket IIRC) then he isn't fishing under the COLREGS... Besides the COLREGS specifically exclude trolling and small sport fishing boats from the fishing exclusion as their gear does not interfere with their ability to manuever

The basket is passé, Or no longer used. If a fishing vessel they have two cones with apex together, looking like an hour glass.
A vessel can claim to be a fishing vessel if their gear restricts their ability to maneuver.
A vessel "Trolling" is considered to be a power driven vessel under the rules. Not a fishing vessel.
Rule 5: Inland & International; Requires that a proper lookout shall be maintained at all times.
So having your vessel on Auto-Pilot and going below to take a dump and grab a cup of coffee, without anyone on the helm puts you in the wrong every time. Something like Homer Simpson putting the RV on cruise control and going back to make himself a pot of coffee. "Duh!"
Wait! that does put you in the same class as Homer Simpson.

There are oodles of guys fishing in our home waters around Gardiner's Bay to Newport. They drift about and often position themselves around buoys or what appears to be transit routes.. like Plum Gut with hardly a care for those who are underway and navigating. Some do move, but many do not. I just move away from them as there is nothing one can do except shout some expletive.

I suppose there is no "law" to enforce concerning these fisherman. Along with cigarette boats and huge wakes in restricted waters it's hard to find something to like about the power crowd.
