That's the international
lighting pattern for "I've been fishing so long that I got drunk and fell against the switch panel".
Nothing is "over" the green, that's a starboard green light not on the mast. The white-white-red-white on the mast doesn't match anything in ColRegs, since the top and bottom white are pretty obviously lower intensity, I'm guessing they are incorrectly turned on, or deck
lights.
Which leaves a standard "Vessel engaged in fishing, other than trawling" per Int'l Rule 26C. Just missing his white stern light.
