This whole decision sounds a bit "fishy" to me. I think the kid who ran over the dink possibly knew someone and was able to get them to convince the dinghy owner to not press charges if he agreed to reimburse him 100% for damages.

It seems that kind of deal making happens a lot even off the water. Less hassle and paperwork for the legal system and people working it.
