Nautical pennants and flags order

I have read the posts and cunducted a Sailnet and Google search, but I can not find anything to address this specific question.

If I wanted to display this numbered sequence with numbered pennants, which would be the proper way?

9-11-01

Should the 9 be on top, then the 1, then the 1 again, then the 0, and finally the 1 again? Or should it be the 9, the 1, second substitute, the zero, finally the second substitute?

Does it matter? If horizontal, are substitutes used?

You can use the subsitute pendants in the appropriate places.

I could be wrong, but I was a boatswain mate in the Navy and we are never wrong.

Tack is a line the length of the signal flag's fly. And used as a separator.

You may want to consider flying a First Navy Jack, more people may be familiar with it, and it gives you the opportunity to explain what it signifies for those who don’t.

Thanks for the reco. I knew the First Navy Jack represented the revolutionary war, but didn't know it was ordered to fly on 9/11/02 as a symbol of the War on Terror. Pretty interesting.

The original thought behind this post was for a tattoo design and I didn't want to screw up the flag order, etc.
