Thank you both. The blue does come off fairly easily (such as from the rubbing of fenders) so I conclude that it's paint.

Correct, but this is a 1985 (HIN ends in 85) I believe and so it has an HIN.


If he sells his boat, I don't think that's income. There's no way for the IRS to know about it...
