FYI, in case anyone cares, it was just condensation due to the sprayfoam having not fully covered the bolt shafts, dry as a bone now.

I work in the fuel industry, as such am well aware of the nasty stuff that can happen in fuel tanks, fortunately all of the tanks are stainless as is all plumbing from it, as far as the fuel line...

Good call on the wax ring, my reason for thinking it was condensation was that the bolts were not foamed in or painted and the rest of the deckhead was.. but its an easy test to find out which.
