On aluminium, you always want to drill and tap. Use fine thread SS screws and use it with tef-gel (or something similar) on the threads to prevent corrosion between dissimilar metals.

Use the chainplates or toerail as attachments and get those ratchet straps that truckers use to ensure...

Mystery solved - I can identify that wind vane - its a Ratcliffe, and it ain't no home made one - it was one of the best and least expensive around, that is, until the owner retired and closed up...
