Yes, should not be adjusted. The throttle limiter basically keeps you out of the yellow and red lines of the engine rpms. Without it you can blow your engine by giving it full throttle.

Yanmars do have a "throttle limiter" adjustment screw. It is part of the governor and the yanmar factory will wire lock and lead seal the limiter (if the wire seal is borken the warranty is voided)....

I think one of your previous posts says the tranny name plate says 20/30. This would be the weight of diesel engine oil. You DO NOT want to put in ATF oil into your transmission.
