Whats up with the two seals (water and oil I guess). When I press both into the pump body as indicated on the drawing it seems that the outer seal blocks the drip hole...is this a problem?

consider an instant on type water heater (propane) or a simple heat exchanger off the engine. Why store 6 to 10 gallons of hot water ALL the time? Space is money!!

IMHO the Aloha (32 ?) is a fine canadian boat. I would be concerned about the exposed prop and shaft if I planned on cruising say the islands...OBTW bottom paint doesn''t stop blisters anyway!
