Had the same symptoms with a propeller blade slightly damaged!
Damage was so small that not visible when diving !
A tiny damage on a blade can cause big vibrations at low rpm

For me most simple way to have Netflix on board would be to download several movies on IPad from home and then connect to tv on board via Chrome
