Heave-to.
I have yet to test heaving-to in 15+ winds, but found that in ~10 knots I need to roll in my 135% genoa down to about a "handkerchief" size to get the desired balance (main still full size).

I think I get the idea: the slugs can move up/down in respect to the luff of sail so they can stay above the stopper while reefing.
