You need a complete circuit for a battery, like the one formed by your zinc, the seawater, a cathode, and back to the zinc, or else the galvanic current will not flow.

What boat is this on? Are you sure they're too short? Could be the intent is that you pull in most of the sail by hand with zero or one wrap before fully wrapping the winch.
