Sailing may not have much aerobic opportunities, but it's close cousin rowing does.

One thing you could do, is stop using the engine, and use a large sculling oar instead.

I guess my point was that the economy, driver's licences, and other social norms or mores are irrelevant to peoples ability to cruise.
In fact the less you have to lose, the easier it is to move.

Jeff, unless you have near bottomless pockets, which seems unlikely, you can't do ocean-cruising with a power-boat, it's like a gallon per nautical mile with some of those.

The only way I can imagine that you are spending 70k without enough left over for a boat, is because you have an expensive car and/or expensive house or even other huge debts. Or possibly just a lot...

Personally for the tender am planning on going with the Walker Bay,
it's as roomy as an inflatable, is strong, and is rigid making it easier to row and sail.
there is 8-foot version for 2 people...

26.7 gallon is actually 101lt.

turns out it only produces a whole liter if at 30C,
at 20C it produces only 2/3 of a liter per day.
It is usually about 60% methane.
