This is nothing more than abuse of power. I'd fight this tooth and nail.
Color regs do apply and the LEOs either don't know them (bad enough) or feel that they're above the law (even worse).

+1 Tommy, shrouds should be sized to be 10-20% of breaking load or less to mitigate creep. I'd error on the 10% side. That being said, better materials at better prices are coming out every day. ...

I have slugs on my race main and roll it. I just pull it out of the mast track. Does take a little more time to hoist, but is easier to drop and reef. On my boat anyway.
