I would think a certified welder would be able to TIG weld a fitting up there. It has to be someone that knows aluminum. The tang fitting may be a better idea though. You should talk to a rigger.

I use the West System 105 with the fast hardner (205). It isn't fast. Very hard and durable. Proven track record.
On your hull i would use a good barrier coat.

Goof off works great on fiberglass for non-organic. Wipe on wipe off. Instant. DON'T use on anodized aluminum, it will strip it.
Barkeepers friend works great on rust.

For you, freshwater(Elmira), it all depends how fast you want to go. VC-17 for fast; soft ablative for slow.

I have found that hard epoxy (West system) seems to work the best on the cast iron. The cast iron must be absolutely clean before application. Sand blasting or grinding; sandblasting is best. Tape...

I can tell when it's up when he comes in by the amount of drift from the boat (leeway) . Leave it down.
