I don't think you can fix the problem with the old eyebolts Barq no matter how hard you crank them down. The new eyebolt kit from CD has eyebolts that get screwed into the deck from the top to stop...

I did this with the chainplates off the boat. But in any event will be replacing them per the advice above. So I guess it really isn't a problem of steel on stainless but a problem of using steel...
