Coast guard reguires you to have a towing endorsment even for assisted towing. Best idea is if you dont have experience or the equipment to tow another vessel dont! Assist in any way you can to help...

bascule bridge

A bascule bridge is any bridge that can be opened and is not a fixed bridge. The horizontal and verticle clearances is marked on the chart. That is if you have the correct chart for that area.
