I would say no.
There are sextants which can be used to learn on or as back up for under 100.

The PNW is a great area to start sailing. Navigation is relatively easy, Its well-marked, currents can be strong. And you need to pay attention. Mostly deep but the rocks are hard and unforgiving.

Yes, nice wee boats easy to sail and perform well should be able to find a nice one for not to much.
There is no single right way to learn. Do what works for you.
