I think there are bunch of MacGregor/Ventures that might work. The 21, 22, and 222 are all similar to the Catalina 22 but lighter.

You can sail all the way from Manasquan to Atlantic City on the inside, but there are like 7 drawbridges, a canal, and a lot of it is narrow winding channels with very shallow water on either side....

This isn't my experience either. I move on just my main. I find that shortening the main helps more with heeling than shortening the jib, and if I'm to the point where I'm only going to have one...

Just an FYI: masthead rigs can still have adjustable backstays and their masts can still bend, it's just different because of the location of the forestay. My Catalina 22 had an adjustable backstay...
