A splice is nice, but a knot will work just as well.

As long as the blocks aren't right on top of each other, there shouldn't be an issue either way.

For rope, try Milwawkee Rigging on ebay. They deal in New England Rope and are always auctioning pre-cut halyards and other useful lengths,...

As far as line goes, guy on ebay has a store called "Discount Rope and Line". Haven't found anyone selling cheaper, and the rope is good. He's easy to work with as well for custom orders.

Tie a bowline. most of the line we have these days is way stronger then needed in the size that is easy on the hands so even if the knot makes it half the strength of a splice it will still be way...

You don't want or need cheap, you want or need inexpensive.

Used may not be as inexpensive as you think - you don't know the history and can't do non-destructive testing (x-ray's and acid tests)...
