Pretty sure that under maritime law, you do not have to heave-to to let them board, they can board underway and will do that if you refuse to heave-to, the same applies to having fishing lines/nets...

and it doesn't hurt to clean the cable before swaging with some acetone to remove any kind of grease or oils that might be there.
