If you do it, there will be a lot of people that would love to take out a life insurance policy on you.
First of all, as said above, there is no way a 22 footer is going to carry 4 adults that far...

The restaurants at both Kinsale Harbor (at the bridge) and Port Kinsale are closed. I think the only restaurant on the VA side of the lower Potomac, is Coles Point.

Not familiar with the boat, but I would take an educated guess, 3HP would be max needed on that boat. You could probably get away with a small electric trolling motor
