Whoop whoop!, Fixed it. it was in fact poor contact / resistance. With glasses and a bright light, the voltage in that line was 10.5, and it did drop to 0 under load. (see recommendations above.) ...

No is the short answer. I just quick-hooked up the wires with a wire nut. At home with the charger, I just clipped the charger clips to the pump wires.
