The bad reports are specific to the ICW, from Bradenton Beach to Venice. This was circa 2002 - 2008. The rascal(s) may be gone or in prison. Or yet oppressing, with a rake-off to a local 'authority'....

Fill the water heater with hot/warm vinegar, at least to the level of the exchange pipes or elements, wait a few hours, then flush with hot/warm water. Use the pumping methods mentioned above.
