I don't know about that area, but currents often meander, eddy, and swirl. The numbers published are probably the average for that general area, "your milage may vary."

If you don't know how to sail, buy a sloop-rigged dinghy. You'll learn more sailing a dinghy for a few weeks than you'll learn sailing a 27-35 foot boat for years.
