If I am reading your post right there is a 4 to 6 inch gap from where we see the hose going through the fiberglass and the tank... It looks like you are going to have to cut an access hole at least...

For sure it is lack of fuel...It runs on wd40 so there isn't a problem with the engine... there isn't enough fuel pressure coming to the injector or the injector is faulty...running over the dock...

The new pressure cap probably matched the pressure of your raw water pump ...so it isn't pushing raw water into your system...but I still think that you need a pressure test and that involves taking...

I don't know about the shaft seal part of the problem but the first problem I am fairly sure that you have a leak in your heat exchanger...I had the same problem this summer...first coolant came out...
