you can find out with a simple frig magnet
if the magnet sticks its cast iron. if not its lead. the reddish material may be fairing compound or it could be rust inhibitor if the keels iron.

Reflective tape works well!
I put a 2" wide band of yellow reflective tape on the top of my mast. its easy to spot and very easy at night with flashlight or reflected from anchor light.
