If your 2QM20 is like my 2QM15, the governor doesn't attach to the fuel rack (no circlip to drop!), but simply drives the rack through a ball and fork.

Had this issue a few years ago. Was caused by dirt buildup and corrosion on the shaft. Had to disassemble the controls. Used vinegar to dissolve the corrosion (aluminum oxide) to make disassembly...
