A telescoping gauge can also do the job. The guage is set inside the bore and measured with a micrometer or caliper when it is removed. Likely to be a cheaper option that a bore guage.

I have had good luck using Pettit Hydrocoat Antifouling Paint. When I'm hauled, at the end of the season, one quick power wash cleans the bottom nicely. Hydrocoat is water based so clean up is easy.
