I know that the releasable wire ties will not meet the USCG requirement. I posted a link to them to show that as long as the wire-tie is not one of those it should be OK.

I don't think my handle has a place to put a padlock.

One of the bolt holes ripped out and I am afraid that it won't be long before the other one does, too.
