The whole concept of car topping has been made obsolete by the move to smaller cars. When the typical family had a 19' long station wagon, putting a 14' boat on top was a reasonable proposition.

Take the drum off, feel how easily the bearings turn on the main spindle, then see how they turn inside the drum. If they turn freely in both I would suspect the spindle (main shaft) is out of true.
