I should add that the broker was the Seller's broker but acted as the buyer's and seller's brokers in this transaction as I did not have a broker working for me.

Yes, seems like you are correct on that. So The period being billed for is July 1st 2013 - June 30th 2014, billed to whoever was the owner on Jan 1st 2013.

The taxes are for Jan 1st 2013 through Jan 1st 2014. As Bradhamlet said they ususally send the bill around August so he probably just got the bill and isn't too happy about that.
