I think your best bet and least expensive is use 1/4" luan and build it up with a few layers of glass. As mentioned before.

You could always go to the local lobster pot supplier and get line weight. Put them every ten or twenty feet, they will also act as length markers.

I haven't done it but I be leave that there is a service that will get boat with taller masts under that fixed bridge. They heal the boat over and tow you thru. There might be a thread on it here.

The size/ % of a jib or genny is based on the distance from the forstay to the mast "j" + (in your case half that distance 50%) .
