Seems you are more interested in the live board aspect than sailing. if that is the case, I'd look into a 36-38' aft cabin motor yacht. You can find plenty in the under $50k range and one of those...

Even better...doors on lift off hinges. When I want to keep the boat closed up, it's easy in and out and if I want to keep the boat open, I take off the doors and stow them below.

If your boat is Coast Guard ducumented, yes. If just state registered, no.
How many small boats have you ever seen with a hailing port on them? Few and far between.

In a FWC system, the T-stat should only be in the closed cooling loop. Water should always be flowing thru the raw water side.

I'm 99% sure you do not need a VHF license. FCC did away with that requirement some years ago for almost all non commercial vessels.

The Rappahannock is a pretty narrow river. Of course Deltaville is right on the bay, which opens up a lot of water to you.
Me, I'm on the Yeocomico and have no desire to go anywhere else.
