It's hard to see clearly, but it looks like there is some type of corrosion on the ends of the threads. if so they may have been threaded into aluminum stock glassed into the deck.

Fill the discharge hose of the pump, and if you can get a garden hose to the motor force feed the pump at the strainer with the engine running.
