Cables rattling in mast?

What''s the best way to stop a cable from rattling aroung in the mast? I have a couple ideas, but see some bad reasons not to do them. Thanks.

Thru Hull Fittings

Get a plunger that you can screw a garden hose into where the handle goes. Cut the rubber so the hole goes through and hold it against the boat with the water on.

What''s the best way to clean sails? I have some that haven''t been used in quite some time and are dirty/stained. Some have some rust stains as well. Can they get clean?

Electric propulsion

I''m looking into electric propulsion. Specifically, Solomon Technologies'' Electric Wheel. I have a 30'' Albin Ballad I just got and the Volvo Penta diesel in it now is siezed.
