There are a lot of community type services that people are willing to perform for no pay; Volunteer firemen, first aid squads, Coast Guard Auxillaries etc.

If winds are predicted to be 45 kn. ( 51.8 mph) and the storm is moving at 15 kn, (17.2 mph) and you're traveling 10 kn (11.5 mph) are not all those velocities somewhat additive...
