Any of the "5-minute" epoxies in the typical hardware store are fine for casual use, but not suitable for serious projects. You need the good stuff from West Systems, MAS, etc.

They are supposed to reduce turbulence as the water flows from the skeg to the rudder thus reducing drag. Not sure how effective they are. You could leave them off if you wish.

I'm on my 6th year with the same silver tarps. Slits are cut to fit around shrouds and reinforced with Gorilla tape. Grommets were added to permit closing up the gaps in the slits after installation.

I would not use latex paint, only oil-based. I have had good luck with the one-part urethanes (like Easypoxy) and there have been some good reviews of the Rustoleum Marine Topside paint.
