Why Change Fuel Filters at end of season and at beginning of season?

Seems like the filter from the end of season should be good to use since it has done nothing but sit for 3 months.

Thanks for all of the feedback. I ended up borrowing a Porter Cable orbital sander from my neighbor that he had rigged to a Fein shop vac. It did a good job but far from dustless.
