I agree with the "whomever anchored last" theory, but what about the boat that had 10x scope out and swings in a huge circle.

At some point others have to use the anchorage and try to reason...

When I was doing a blister peel a dude suggested a line to the other side of the boat with a counterweight. Idea was something akin to an elevator shaft counterweight. Never tried it, but remember...

By doing an outboard he can use the boat rather than chuck it. Use it in conditions and locations that is appropriate for the setup. Sell it for peanuts later, and skip the breakup/disposal...
