Have read of a masthead topping lift, but it's an illegal modification if you're interested in class racing...

If by "trailerable" you mean stored dry, I don't think anti-fouling paint is a major concern (assuming fresh water). Trailering before & after each sail will scrape the paint off in no time.

Walmart's sewing department has a fair selection of poly fabric similar to what windbreaker jackets are made with. I bought some there a couple months ago at $1 per yard.
