Probably a ground for VHF, USB or other instruments. It is NOT a real lightning ground and should not be considered as such. Oh, don't paint it but do scrub it.

Depends on what you call a "yacht". Here in N. FL, a yacht is an oyster boat carrying a six pack of beer. However, the most accomplished sailors I have known have been poor and had old small boats....
