8.8 refers to the hardness and indicates that it is metric probably 10 mm. Can be one of two thread pitches. 8.8 it the most common of hardened metric bolts and should be easy to find.

Wet often is ok with topside paint. Under water is not. I strongly recomend you prime bottom with interlux 2000e if it is clean to bare plastic. It will make your job last much longer for the cost....

Americans do not need a pasport to go in or out of Canada. I found going in very easy in lake huron. Coming back is much easier if you preregister your boat with customs. You may not be coming back...
