Don't put a hole in the box, its intention is to contain acid spills.
The stainless eye bolt/strap method is what I would do....

Are you inquiring about drinkable water (potable) as the title indicates or water management in general?
Two different things. You may have a large water tank but may not be potable... but good...

On aluminium, you always want to drill and tap. Use fine thread SS screws and use it with tef-gel (or something similar) on the threads to prevent corrosion between dissimilar metals.

Mystery solved - I can identify that wind vane - its a Ratcliffe, and it ain't no home made one - it was one of the best and least expensive around, that is, until the owner retired and closed up...
