Similar problem years ago with wood fishing boat. Bleach is really not going to cut diesel simple ammonia and water or some Dawn detergent with a modest dash of ammonia. Make it up warm and slosh it...

Don't know how others rig their lifelines for loads but realistically I avoid putting much of anything there that would catch much water..mine cannot handle more than the essential task....
